I really ought to do a tutorial one of these days...people ask me this all the time, and they're really not difficult. Just take a square of plain white paper, fold it in half diagonally until you have 8 sections, and draw a design on one. Make sure that there is something connecting the sides of the fold--the top doesn't matter, but you need paper connecting the snowflake! Then cut, unfold, and be surprised! :D
